The initial educational programmes of the University of Twente are structured according to the internationally-recognised Bachelor-Master model. This model was adopted by the 29 European countries in the Bologna Accord, in 1999. The uniform assessment completion criteria laid down in the Accord are geared towards increasing competition between universities. The model was introduced in 2002 in the Netherlands. Since then, the Master's programme has consisted of two parts: the Bachelor's programme and the Master's programme (figure 1.).

The Bachelor's programmes are three years in duration and award diplomas with a 'Bachelor of Science' designation. This diploma provides students with a basic degree at an internationally-recognised level. Bachelor's programme graduates can either enter the labour market, or can continue their education at the Master's programme level at the University of Twente or at another university in the Netherlands, or abroad. The Business Administration, Public Administration, European Studies and the Health Sciences programmes are one-year Master's programmes. The European Studies Master's programme, jointly developed with Wilhelms University of Münster, takes a half-year longer, but also provides the students with an additional German diploma. Two-year Master's programmes include the Master of Industrial Engineering and Management, and the Master of Business Information Technology. Completion of the Master's programme requirements grants a 'Master of Science' diploma.
The School of Management and Governance programmes are closely associated with each other, both through the coupling of disciplines, and through the exchange of scientific information between the various Bachelor's courses. The scientific character of the programme is expressed through the deepening of knowledge and skills in research and design methods, and in the application of this expertise in the programme's mono-disciplinary and multi-disciplinary courses.
382 students began their Bachelor's studies at our School in 2009 (see Table 3).

In almost every sector one observes that information technology (IT) exerts a significant influence. Consider civil aviation, for example. Intelligent IT systems are used to find a relationship between ticket prices, routes and times. At which price will all of the seats in an aeroplane be sold? How often is it cost-effective to fly to Tokyo? It is crucial for businesses to apply new technology successfully. But how should new technologies be implemented? Students learn how in the Business Information Technology (BIT) programme, a course of study directed to the development and adoption of IT systems in organisations. BIT offers an equal combination of information science and management to maintain a balanced concentration on both technology and personnel. The students get familiar with both disciplines, to the extent that they can speak the languages of IT specialists and of managers. But more important is that they learn to identify connections, and to look at problems from a variety of viewpoints. The BIT education programme has a technical side and a social side. BIT'ers are people-people and function well in teams. No wonder then, that they are highly welcomed in the labour market.
The bachelor Business Administration educational programme at the University of Twente scores highly with both students and experts in the field. Twente's Businesses Administration students receive a multi-disciplinary education. All facets of an organisation are studied, including marketing, finance, production processes and human resource management. Entrepreneurship and innovation management are also recurring themes in the programme. The multi-disciplinary character of this programme prepares students well for the description and analysis of organisations, as well as for planning and change within them. Twente's Business Administration students are entrepreneurial go-getters. They look at an issue from multiple viewpoints before arriving at a solution. We prepare our graduates to become the hub of their organisations.
International Business Administration is a new course of study at the University of Twente and starts in September year 2010. This English-language variant of the Bachelor's of Business Administration offers the same broad portfolio as the Dutch version. The Bachelor of International Business Administration programme has a strong international character, based on the unique position of the University of Twente; on the border with Germany and surrounded by important ports, industrial and commercial centres in North Western Europe. The programme aims to bridge the gap between theory and practice in the business world. (English) Communication skills, in the broadest sense, are essential. In addition to students from the Netherlands and Germany, the educational programme expects to attract students from other European Union countries and from other continents, including Asia.
Good management is the successful approach to issues that arise in our society. People worry about health care, security on the streets, the liveability of cities and the countryside, the quality of education, and about welfare-- their own as well as that of others, both in and beyond the Netherlands. Addressing these problems involves many parties: governments, but also companies and social institutions. Our public administration experts work on the boards and in the management of all these organisations. They advise about the right approach to problems and help look for ways that governments, businesses and citizens can work best together. The public administration research of the School of Management and Administration is top-class. Our educational programme is the oldest public administration education in the Netherlands, but it still sets the benchmark.

Topics central to this programme include: governance, European integration and globalisation, as seen from a public administration perspective. Twente's programme differs from other, similar programmes because it brings together sociological, political, economic and legal perspectives for a multidisciplinary approach to public administration issues. Twente University's approach offers a broad pallet with which to study the complexity of Europe and the process of European governance.
No one doubts that Europe will become increasingly more important. That same complexity brings with it the prospect of solutions that can only be achieved by looking at Europe from various angles. For this reason European Studies considers not only 'Brussels', but also addresses the impact of European politics on member states and on international politics. The programme addresses the following subjects: the expansion of the European Union, the differences in national health care systems, foreign affairs policy, security issues, trade, asylum policy and European environmental issues.
European Studies brings together precisely the right mix of expertises that students need for later work in (inter)nationally-orientated environments. After graduation, they can function as policy-makers, managers or researchers in government, commercial enterprises, or in an (international) advocacy organisation. At the moment, there is a growing need for professionals who are able to bring a solid background and broad vision to bear in the shaping of policy.
Across the world, health care is undergoing a vast amount of change. New medical technological developments have resulted in new ideas about optimal care. With the greying of the population, diseases such as Parkinson's and Alzheimer's will occur more often, and will result in a greater need for care. Twente's health care scientists find improvements in quality, effectiveness, and security in health care in collaboration with people from different disciplines: doctors, managers and other support personnel. Our health care scientists are focused on care services within and between care organisations-- from doctors to top clinics or academic hospitals. They link their knowledge about new technologically-based opportunities for health care to insights about organisational processes with societal developments and financing constructions. In addition to the educational programme, research is very important in health care science. Research is aimed at finding methods that aid in the prevention of epidemics, and advance understanding about the inheritableness of diseases, and relationships between behaviour and disease prevention. Additional subjects for the group's research include the assessment, adoption and evaluation of care technologies.
Industrial Engineering and Management (TBK) is focused on the combination of three fields of study: business administration and economy, mathematics and advanced techniques. The accent on technology is the difference between TBK and 'traditional' management. The technical business expert at the University of Twente can pinpoint weak spots within a company and consider possible improvements; he or she has a bird's eye view. For our graduates it is as easy to look at situations through a personnel or organisational lens, as it is to view them through an economic/financial lens. But whichever viewpoint is used, a Twente's TBK-er is always looking for ways to involve (new) technologies in the search for solutions, and asking questions about the implications for the company and its market share, now and in the future. How can the technology of today be applied in the company of tomorrow?

After earning a Bachelor's degree, students can embark on a Master's course of study. The student population of the Master's educational programme at our School is very diverse. Our Master's education is not only of interest to our own Bachelor's students, but also for HBO graduates and Bachelor's graduates from other (foreign) universities. This is largely due to good opportunities for continuing studies. We are happy to welcome international students from, among other countries, China, Indonesia and Turkey.
Companies and organisations can not survive if they do not collaborate. During the two-year Master's of Business Information Technology programme, a strong emphasis is put on the question of how information technology and the collaboration between companies can be improved. Students engage in analysis of IT systems with a view to answering the question: how can they be built in a faster, more flexible, and more user-friendly way?
In addition to technical knowledge, the development of an IT architecture also demands knowledge of business strategy. Students of the Business Information Technology learn how they can transform organisations, people and IT systems to work together more harmoniously. The integration of the management and IT disciplines is a 'red thread' running through all the courses within the programme.
In the Master's programme, students actively work on research projects from the School of Management and Administration, and from the Electronics, Mathematics and Computer Sciences (EEMCS) School. Research themes within the Master's programme are:
Every company has complex business problems; whether it concerns a short or long-term strategy, the implementation of a thorough company concept, personnel policy, improvements in service, or carrying out sustainable innovations or changes. The one-year Master of Business Administration (a master of Science designation) teaches students how they can help organisations perform better with scientific methods and insights. Graduates develop specialist knowledge and can independently analyse problems in the management and direction of organisations, and can design solutions for diverse social and market sectors. They are able to work individually or in a group to realise new developments across a broad range of organisations and institutions.
Business Administration has a second intake opportunity in February. The implementation of this extra intake means that students finishing their Bachelor's diploma halfway through the academic year, or wishing to switch programmes do not have to wait until September before beginning their Master's, thereby avoiding an unnecessary delay in their studies.
The programmes of the Schools are ahead of the national scheme for the separation of the Bachelor's and Master's diplomas. From 2011, all Master's programmes will only be available to students who have a Bachelor's diploma.

Twente's programme differs from other, similar programmes because it brings together sociological, political, economic and legal perspectives for a multidisciplinary approach to public administration issues. Twente University's approach offers a broad pallet with which to study the complexity of Europe and the process of European governance.
European Studies leads to two career profiles: the professional working in (inter)national governmental organisations, non-profit organisations, or commercial enterprises involved in European issues; and, the researcher investigating European issues within a research institute, university, private enterprise or governmental research department.
Consequently, there is a strong accent within the programme on practical skills and knowledge of European institutional field, as well as on research skills.
Since 2001, a structural collaboration with the Westphalian Wilhelms University in Münster has enabled us to offer students the opportunity of taking courses at both universities, and of completing their degree studies with both a Dutch and German diploma.
Efforts are currently being made to diversify our international collaborations with partners in other countries. The aim is to be able to offer students more choices for international enrichment in the near future.
In the one-year Master of Health Sciences programme, the health scientist in Twente learns to evaluate the effects and impacts of innovations and medical technology. Master students gain insight into the way in which technological change can influence the design of (international) health care. The programme also offers students the knowledge and skills to enable analysis of research in this area, and to communicate and implement policy measures.
The Master's programme is given exclusively in English and has two parts.
The first part is a general course of study that includes the role of technology in health care and conducting assessment research (Medical Technology Assessment). The programme then more fully investigates the influence of different care systems on the way in which care is designed.
The second part consists of specialisations. After following a general course of study, the choice can be made to specialise in policy (Health Policy) or management (Health Care Management). Health Policy delves into policy, ethical and social-cultural aspects of medical technological applications in health care. In the Health Care Management specialisation the accent is on the (inter)organisational implications and the implementation of medical technological applications. Assessing the effectiveness of care regimes and building bridges between care providers is difficult for individual disciplines, but for Twente's health care scientists it is a matter of course. The goal is to optimise patient care.
In today's world, products and services are becoming steadily more advanced and complex. Up-to-date business processes are crucial to develop, sell, produce, source, and maintain goods and services, as well as to use and recycle them safely and efficiently. The way business processes are organised and managed is crucial. And this is precisely the area on which the two-year Master's programme in Industrial Engineering and Management (IEM) concentrates. The curriculum looks at ways to drive improvements in productivity, quality and service, not only in terms of fabrication processes, but also in logistics in and between companies, and processes for the exchange of information.
In the IEM programme, students learn about current scientific theories and how this expertise can be applied in companies. The goal is to gain better insight into the relationship between process development and process control, as well as relevant achievement indicators. Our Master's programme is linked to the School's research programme. The programme aims to provide an inspiring and challenging learning and working environment for Master's students, with sufficient facilities to prepare students for current and future labour markets. Graduates are flexible and creative, can easily shift gears between different levels of thinking, and can adopt different technical management viewpoints. The scientific character of the programme is reflected in graduates' acquisition of skills and knowledge in design methods and methodologies, and also in the application of their expertise.

The one-year Master's in Public Administration course is focused on core themes of policy and management in contemporary public governance. Public Administration concerns the whole of public and private organisations involved in public services, and the creation of public policy. Modern public policy is located at the cutting edge of state, market and community developments. The primary focus of the programme is how decision-making in public governance is structured, and how it progresses, as well as on issues of policy and management in the governance.
Given the complexity and the uncertainty characteristic of modern public governance, high demands are placed on people who would like to work in this sector. We expect our graduates to posses the skills necessary to make valuable contributions to the quality of policy and management. Such contributions require the ability to critically assess current thinking in public administration, to produce usable new knowledge, and, 'last, but not least' to translate new knowledge into good advice and design of adequate solutions.
The School of Management and Administration offers two intake opportunities for the Public Administration course. This is advantageous for students finishing their Bachelor's diploma course halfway through the year, or for those wishing to switch courses. In both cases, students will no longer have to delay the start of their Master by waiting until September.

Trends in life-long learning require change. At School of Management and Governance we are addressing these new needs by broadening the education we offer. Access to university education in Enschede is not limited to regular students. Organisations and businesses can also benefit from the University of Twente's top-level education and research. The School makes a clear distinction between Master's degree programmes, academic courses of study, current issues seminars and Ph.D. programmes.
In these modern times, managers have difficulty remaining relevant to their organisation if they do not regularly update themselves about developments in their field. The part-time Master of Public Management offers practicing professionals a broadening and deepening of their expertise. Broadening, because six different management disciplines are taught. And deepening, because the participants are confronted with the most recently-developed knowledge and insights from the wide field that is management in the public sector. Many managers who have followed this programme found that their Master's diploma gave their careers a new impetus: they achieved a new, higher position within their organisation. This programme is given by lecturers from the University of Twente and other Dutch universities, as well as instructors practicing in public management. The Master of Public Management programme marked its 20th anniversary in 2009.
Since 1990, the Centre for Clean Technologies and Environmental Policy has provided a range of courses and educational programmes in the area of environmental and energy management. The international educational programme Master of Environmental and Energy Management was first offered in 2000, and has had participants from across the world with very diverse professional backgrounds. Offered in Leeuwarden, the educational programme is one-year, full-time course designed for professionals from the business world, governments and non-governmental organisations. The educational programme combines the themes of policy, management and technology in a unique educational programme that is attentive to students' needs and has a good atmosphere.
This new Master's programme was developed in 2008 and was first offered in January of 2009. The Master of Risk Management is developed for candidates from governmental, non-profit and business organisations wishing to specialise in professional risk management. Participants acquire the deep and integrated knowledge and competencies demanded by the broad orientation of risk management. Students learn the identification, assessment, prioritisation, and management of risk. The curriculum also includes such aspects as communication about risks, organisation, ethical dilemmas, crisis situations, research methodology and design training. This Master's qualification is completed with a thesis based on the student's scientific research.
Academic Degree Studies are graduate-level bespoke educational programmes for groups of managers from a specific department or organisation.
Business and Governance for Conservancy of Water Districts
During this programme, water board managers learn to work commercially within a governmental environment. In addition to development within management and administrative disciplines, this educational programme also stimulates personal growth. This one-and-a-half-year degree takes the form of two-day seminar meetings over fifteen months. Seminars are given by lecturers from the University of Twente, with external instructors and guest speakers providing insights into subjects of current relevance. This degree course requires twelve enrolled participants to begin. Participants are professionals preferably coming from a broad range of water boards, in order to compare and exchange knowledge and experience. The varied backgrounds of the participants enriches the educational benefit of this degree course.
The School developed the Leadership Development educational programme at the request of the European Consortium of Innovative Universities (ECIU) network. This course is designed for the staff of member university institutes. The first diploma course began in September 2006, and since then it has been adopted by three more ECIU-universities. The Leadership Development course was, as an example, given in France, Spain and Scotland in 2009.
Managers of social services are change managers. The introduction of the Work and Social Security Law (WWB) has caused a substantial turn-around. An added complication is that social security is always in transition. The independence of the individual is becoming more important. A special kind of leadership is required in a changing environment. The Divosa Academy provides managers tools for effective and efficient management of social services. The Divosa Academy is an initiative of Divosa, a special interest and network organisation of municipal services managers with responsibility for employment, income and health care.

Housing corporations are confronting big challenges. The environment in which they operate is becoming more and more dynamic, with complex social issues and political developments following one another in rapid succession. At the same time, housing corporations are becoming more and more aware of their social role, whether it concerns providing affordable rental housing or participation in city redevelopment. But, corporations must still operate commercially and organise their operational management accordingly. What this requires from management is an acceptance of their role and responsibilities, along with large measures of professionalism, innovation, commercial insight and changeability. Offering transparency and responsibility are key concepts. Working commercially and working in the context of social responsibility are two sides of the same coin; a coin we call 'social entrepreneurship'.
The Current Issues Seminars are especially developed for University of Twente alumni, and are aimed at bringing professionals up-to-date on current topics within a short time. The seminars are designed to be interactive because participants themselves also have years of practical experience, and the exchange of knowledge between alumni and School members is a central aspect.
There are ever-louder calls coming from public management circles for more attention to be paid to the level of state and management legal knowledge among public representatives and administrators.
The School of Management and Governance organises a Master Class entitled "Constitutional and administrative law " for the Province of Overijssel. The goal of this Master Class is to deepen the legal knowledge among Overijssel's Provincial Council members. The educational programme is based on concrete themes, in which relevant legal knowledge is topped-up, updated and enriched.
The Master Class consists of six meetings of three hours that take place every two to three months. In November 2009 the Master Class was concluded with a mini-conference.
The Information Systems and Change Management Department provides a seminar in the international AMPM educational programme. In addition to a number of excursions to companies the programme's 20 international executive students follow a three-day seminar at our School.
